not from the scripture, and they claim that it is from GOD, when it is not from
GOD. Thus, they utter lies and attribute them to GOD, knowingly.
[16:116] You shall not utter lies with your own tongues stating:
"This is lawful, and this is unlawful," to fabricate lies and
attribute them to GOD. Surely, those who fabricate lies and attribute them to
GOD will never succeed.
[16:62] They ascribe to GOD what they dislike for themselves,
then utter the lie with their own tongues that they are righteous! Without any
doubt, they have incurred Hell, for they have rebelled.

utterances concerning this life, and may even call upon GOD to witness his

hardware--for delivery to the Ogaden front. Moscow shipped additional equipment
from the People's Democratic Republic of Yemen (South Yemen). At the height of
the buildup, between November 1977 and February 1978, Soviet transport
aircraft, including giant An-22s, landed at twenty-five-minute intervals at
Ethiopian airports. An estimated 225 transports--about 15 percent of the Soviet
air fleet--participated in the operation. The 1977-78 Soviet supply operation
impressed Western observers, who admitted that the display of Soviet transport
capability had added a "new strategic element" to the East-West
balance. The Soviet Union drew on large stockpiles of equipment created by high
production levels. Soviet aid-- which included eighty aircraft, 600 tanks, and
300 APCs--had an estimated value of US$1 billion, surpassing in a matter of
months the total value of United States aid provided to Ethiopia between 1953
and 1977. One-fourth of the Soviet assistance was a gift; reportedly, the
Libyan government financed a small portion.
In
November 1978, a few months after the end of the Ogaden War, Addis Ababa and
Moscow signed a twenty-year Treaty of Friendship and Cooperation. Among other
things, the treaty called for close military cooperation. With the promise of
future arms deliveries, the Mengistu regime continued to pursue military
victory against Eritrean and Tigrayan separatists in northern Ethiopia. In July
1979, for example, the Soviet Union underwrote Ethiopia's fifth offensive
against Eritrea by shipping military hardware to Ethiopian army garrisons at
Mersa Teklay and Asmera. Moreover, Soviet officers reportedly commanded
Ethiopian field units. However, like the four earlier ones between 1974 and

Somalia's government was in the hands of leaders who were favorably disposed
towards the Western democracies, particularly Italy and Britain, in whose
political traditions many of them had been educated. Nevertheless, as a
reflection of its desire to demonstrate self-reliance and non-alignment, the
Somali government established ties with the Soviet Union and China soon after
independence. The growth of Soviet influence in Somalia dates from 1962, when
Moscow agreed to provide loans to finance the training and equipping of the
armed forces. By the late 1960s, about 300 Soviet military personnel were
serving as advisers to the Somali forces, whose inventories had been stocked
almost entirely with equipment of East European manufacture (see Foreign
Military Assistance, ch. 5). During the same period, about 500 Somalis received
military training in the Soviet Union. As a result of their contact with Soviet
personnel, some Somali military officers developed a Marxist perspective on
important issues that contrasted with the democratic outlook of most of the
country's civilian leaders. The Soviet Union also provided nonmilitary
assistance, including technical training scholarships, printing presses,
broadcasting equipment for the government, and agricultural and industrial
development aid. By 1969 considerable nonmilitary assistance had also been
provided by China. Such projects included the construction of hospitals and

: Foreign Assistance in the 1960s and 1970s

During the years immediately after independence, Ugandan ties with Britain
remained strong. Uganda was a member of the Commonwealth of Nations and
maintained civil service, judiciary, and educational systems organized
according to British institutions. A number of British military personnel
remained in Uganda, including the commander of the Ugandan Army, and each year
two Ugandan students were admitted to the Royal Military Academy at Sandhurst.
In 1964 Uganda called on British troops to help suppress a mutiny staged
primarily by Baganda soldiers, but Ugandans soon objected to the continued
British military presence, and the troops were withdrawn later that year.
Although relations with Britain remained important, Uganda broadened its
foreign military relations during the 1960s. Israel, China, and the Soviet
Union substantially increased military assistance. Israel and Uganda
established diplomatic ties in 1962, and the two nations soon concluded
agreements to train Ugandan intelligence, police, military, and paramilitary
personnel. In August 1963, four Ugandans qualified as pilots on a Piper Super
Cub in Israel. By 1965 Tel Aviv was equipping Uganda's security services,
supplying small arms, light artillery pieces, and other equipment, and
providing Israeli military instructors in Uganda. Israel also helped establish
the Ugandan Air Force and equipped it with Piper Super Cub and Piaggio
aircraft. After Congolese (Zairian) aircraft bombed western Ugandan villages in
1965, Israel furnished Uganda with six armed Fouga Magister jet trainers and
three DC-3 Dakota transport aircraft. Tel Aviv also established training
schools for Ugandan pilots, artillery officers, and paratroopers. By early
1967, Israel had seconded approximately fifty instructors to support this
training effort, supplementing nonmilitary assistance for agricultural
development and a variety of construction projects. The government of China
hoped to block Tel Aviv's efforts to gain a foothold in Africa because of
Israel's pro-Western orientation. To neutralize Israeli influence, Beijing
supplied a range of economic and military assistance to Kampala, but this
effort was short-lived. In 1965 the Chinese granted Uganda US$1 million and
provided a US$4 million interest-free loan. Beijing also sent some small arms
and a military aid mission to Uganda. In late 1967, after Ugandan officers
complained that the Chinese mission was "engaging in revolutionary
activity" and distributing lapel buttons displaying the picture of Mao
Zedong, President Obote asked the mission to leave the country.
In
contrast to China's relatively minor role in Uganda, the Soviet Union
eventually became one of Kampala's closest allies. Soviet weapons deliveries to
Uganda began after the two countries signed a military agreement in July 1965.
Under the terms of this agreement, Moscow trained more than 250 Ugandan army
personnel, 20 pilots, and 50 air force technicians and mechanics. In addition,
the Soviet Union supplied a squadron of two MiG-15 and four MiG-17F
fighter-interceptors, airport ground support, and military maintenance
facilities, ground-to-ground and ground-to-air radio communication equipment,
artillery pieces, and military trucks. All this material was free of charge,
but Uganda had to pay for spare parts and ammunition purchased after that. By
the end of 1967, twenty-five Soviet advisers were in Uganda helping to
integrate this equipment into the Ugandan security services. During the 1970s,
the Soviet Union expanded its influence by increasing military assistance. In
July 1972, a Ugandan military delegation visited Moscow and arranged to take
delivery of a variety of weapon systems, including tanks, armored personnel
carriers, missiles, transport aircraft, helicopters, marine patrol boats, field
engineering equipment, MiG-21s, and radar. The next major Soviet arms
deliveries were in 1974 and 1975, when Uganda obtained more than US$500 million
in equipment. Significant items included 12 MiG-21s, 8 MiG-17s, 60 T-34/T-54
tanks, 100 armored personnel carriers, 50 antiaircraft guns, 200 antitank
missiles, 850 bombs and rockets, 9 radar units, 2 Mi-8 helicopters, 250
surface-to-air missiles, 6 patrol boats, 6 mobile bridges, an unknown number of
trucks and jeeps, and quantities of ammunition, spare parts, and test
equipment. In addition, between 1973 and 1975, more than 700 Ugandan military
personnel received training in the Soviet Union, while more than 100 Soviet
instructors managed a variety of training programs in Uganda. Ugandan-Soviet
relations cooled in 1975, when Amin expelled the Soviet ambassador because of a
disagreement over Moscow's intervention in Angola. In July 1976, Israel
launched a raid on the airport at Entebbe that freed passengers who had been
taken hostage by Palestinian terrorists. Embarrassed and threatened, Amin
improved relations with the Soviet Union. Moscow resumed arms shipments and shipments
and signed a series of technical and cultural protocols with Kampala, but ties
became strained once again as the Amin regime began to deteriorate in the late
1970s. When Tanzania invaded Uganda in 1979, a decline in Soviet military
assistance forced Amin to look to Libya and, to a lesser extent, the PLO for
support. Tripoli responded by sending large quantities of arms to Uganda,
including three BM-21 "Stalin organ" rocket launchers and a
Soviet-built Tu-22 bomber, which were used to bomb Tanzanian positions
throughout southern Uganda. In addition, Libyan leader Muammar Qadhafi sent
approximately 2,000 poorly trained members of the Libyan militia to Uganda.
Several hundred PLO guerrillas also took part in the unsuccessful fight to save
the Amin regime, which fell in April 1979...

Relations with the Communist World:

Mobutu's Zaire has had cooler relations with the Soviet Union than with most
other major states, the coolness being a remnant of the First Republic, when
the Soviet Union had attempted to assist Lumumba in his efforts to reconquer
secessionist Kasai and Katanga in July-September 1960. Mobutu expelled Soviet
and Czechoslovak diplomats and personnel when he first seized power on
September 14. Nikita S. Khrushchev then tried unsuccessfully to use the ouster
of Lumumba as the catalyst for a Soviet-Afro-Asian voting bloc in the UN and an
assault on the position of the UN's secretary general, Dag Hammarskjöld. After
this double defeat, the Soviet Union was left in a marginal position, with
little influence in Zaire (see The Crisis of Decolonization, ch. 1). The wave
of Lumumbist "second independence" rebellions that swept the country
in 1963-65 seemed to offer an opportunity for an expanded Soviet role. In
January 1964, as Chinese-trained Lumumbist Pierre Mulele began his insurgency
in Kwilu, all personnel of the Soviet embassy were expelled from Zaire, on the
grounds of complicity (probably fictitious) with the rebellion. In fact, Soviet
support for the insurgents was largely rhetorical. The Soviet Union eventually
began to supply significant aid to the secessionists, overland from Sudan. But
after several truckloads of arms had been stolen by rebels in southern Sudan
and turned against the Sudanese government, Khartoum cut off the route to
Zaire. During 1965 most communist aid to the rebellions came from China and
Cuba (uncoordinated with the Soviet Union). The Soviet Union initially reacted
very negatively to Mobutu's 1965 coup, denouncing the "American grip on
the country." However, the nationalization of UMHK and the reorientation
of the new regime's African policy led to more positive assessments by Soviet
spokesmen. In 1967 negotiations between Zaire and the Soviet Union led to the
reestablishment of normal relations between the two countries, and a new Soviet
ambassador presented his credentials early in 1968. Formal ties with the Soviet
Union were useful, as Mobutu, still closely linked to the United States,
attempted to present an image of nonalignment. However, the chief utility of a
Soviet presence was still to provide a visible scapegoat; Soviet diplomats were
expelled in 1970 and 1971, on the grounds that they had fomented unrest among
university students and carried out other "subversive activities." When Mobutu developed ambitions for a
leadership role in Africa and the Third World, he turned first to China rather
than the Soviet Union, as a symbol of his nonalignment. In a sense, this move
foreclosed the possibility of warmer ties to the Soviets, given the level of
animosity between the communist superpowers. There are indications that a state
visit to Moscow was in the planning stages late in 1974 but failed to
materialize when the Soviet Union declined to provide the extravagant
ceremonials to which Mobutu was becoming accustomed. Instead, the Zairian
leader made a sudden visit to the Democratic People's Republic of Korea (North
Korea) and China at the time originally announced for the visit to the Soviet
Union. The Portuguese coup of 1974 and the struggle for control of Angola
placed Zaire and the Soviet Union in conflict once again. Not anticipating
heavy Soviet and Cuban backing for the Popular Movement for the Liberation of
Angola (Movimento Popular de Libertação de Angola--MPLA), Mobutu took the
fateful decision to commit Zairian army units to Angola, backing the National
Front for the Liberation of Angola (Frente Nacional de Libertação de Angola--
FNLA) of Holden Roberto. Zairian forces probably were operating in Angola as
early as March 1975. In November 1975, the Zairian-FNLA column was almost in
sight of Luanda--where an FNLA government would have been installed--when it
encountered Cuban troops. The Cubans inflicted a crushing defeat on the men of
Mobutu and Holden, who fled back into Zaire, and the MPLA governed Angola
alone... Since the Shaba invasions, there has been little significant shift in
Zaire-Soviet relations. In 1986 Mobutu made an effort to "play the Soviet
card," i.e., to promote the idea of closer relations with the Soviets as
a ploy in his much more important struggle to maintain or augment the flow of
aid and investment from the West. In sum, the Soviet Union, before it broke up
into independent republics, remained of symbolic importance to Zaire and
occasionally served either as a scapegoat for difficulties that were entirely
or mainly domestic or as a threat to the relationship between Zaire and its
Western partners. Relations with China were cold at first because of Chinese
aid to Mulele and other rebels, and Mobutu opposed seating China at the United
Nations. By 1972, however, he began to view China as an important counterweight
to the Soviet Union. Zaire recognized China along with North Korea and East
Germany in November 1972, and in the following year Mobutu paid a state visit
to Beijing from which he returned with promises of US$100 million in economic
aid. The friendship with China deepened when the two countries found themselves
supporting enemies of the MPLA in the Angolan civil war. During a second state
visit to Beijing in 1974, Mobutu and Chairman Mao Zedong discussed further aid
to the FNLA. Mobutu appeared to have been so impressed by what he saw in China
and in North Korea that his rhetoric became noticeably more radical. He
instituted the takeover of schools by the party and began advocating the
establishment of agricultural cooperatives.
After
the defeat of the FNLA, China became more circumspect in its dealings with
Zaire, but Mobutu continued to emphasize his ties to China as a counterpart to
his close relations to the United States and South Africa in the eyes of the
world. During the second Shaba invasion, China sided firmly with Mobutu,
accusing the Soviet Union and Cuba of destabilizing Central Africa by their
interference. In 1983 Zaire received partial relief from its massive debt
burden, as Premier Zhao Ziyang, during his eleventh African tour, announced
that China was canceling Kinshasa's US$100 million debt. The money borrowed
would be reinvested in joint Chinese-Zairian projects. In the late 1980s, China
provided Zaire with some military equipment and training. Following the cutoff
of Western aid to Zaire in 1991, China is reported to have become more active
in Zaire. An estimated 1,000 Chinese technicians were reportedly working on
agricultural and forestry projects in Zaire in the early 1990s. Because of the alleged support by Cuba and
East Germany of the Shaba invasion, Zaire suspended relations with those
countries in the spring of 1977. Relations with Cuba were restored in 1979, in
order to facilitate Zairian participation in the nonaligned summit held in
Havana in September of that year. Relations with North Korea cooled after the
country recognized the MPLA regime, and North Korean military instructors left
Zaire in the spring of 1977... Library

build Khomeini's sad mausoleum, the first people consulted were minor children

Muslims, they went to the grave of Imam Ali in Najaf in Iraq and asked him if
he had changed his view on Beytol-Mal ( ﻞ ﺎ ﻣ ﻠ ﺍ ﺖ ﻴﺑ ), the property of the

GOD's pleasure, these are the ones who receive their reward manifold.
[28:76] Qaaroon (the slave driver) was one of Moses' people who
betrayed them and oppressed them. We gave him so many treasures that the keys
thereof were almost too heavy for the strongest band. His people said to him,
"Do not be so arrogant; GOD does not love those who are arrogant. [28:77] "Use the provisions bestowed
upon you by GOD to seek the abode of the Hereafter, without neglecting your
share in this world. Be charitable, as GOD has been charitable towards you. Do
not keep on corrupting the earth. GOD does not love the corruptors." [28:78] He said, "I attained all this
because of my own cleverness." Did he not realize that GOD had annihilated
before him generations that were much stronger than he, and greater in number?
The (annihilated) transgressors were not asked about their crimes. [28:79] One day, he came out to his people
in full splendor. Those who preferred this worldly life said, "Oh, we wish
that we possessed what Qaaroon has attained. Indeed, he is very
fortunate." [28:80] As for those
who were blessed with knowledge, they said, "Woe to you, GOD's recompense
is far better for those who believe and lead a righteous life." None
attains this except the steadfast.

[76:7] They fulfill their pledges, and reverence a day that is

donate their favorite food to the poor, the orphan, and the captive. [76:9] "We feed you for the sake of GOD;
we expect no reward from you, nor thanks.

I like Jesus (peace be upon him and his company). This is not because of the

the president of Syria for three decades. Assad's rule was praised for
consolidating the power of the central government after decades of coups and
counter-coups. He also drew criticism for repressing his own people, in
particular for ordering the Hama massacre of 1982, which has been described as
"the single deadliest act by any Arab government against its own people in
the modern Middle East". Human Rights groups have detailed thousands of
extra-judicial executions he committed against opponents of his regime. He was
succeeded by his son, current president Bashar al-Assad, in 2000.

Assad was then assigned to a post in rural Egypt away from political activity.

1961 to 1963 he worked at the Ministry of Sea Transportation while focusing on
Ba'ath Party political activities. Assad and others planned the 1963 coup
d'état, which took the Ba'ath Party to power. Following the coup, Assad
returned to the Air Force in the rank of major. Syria was officially ruled by
Amin Hafiz, a Sunni Muslim, but was in practice dominated by young Alawite
Ba'athists.....
The
following year, 1964, Assad jumped several ranks to become a general and was
appointed to the Ba'ath Party's regional command. The following year, he became
Commander-in-Chief of the Air Force. This military power allowed Assad,
operating in conjunction with Salah Jadid, to overthrow the government of Amin
Hafiz in 1966....
In
1966, the Ba'ath launched a coup d'etat within the government and cleared the
other parties from the government. Assad became Minister of Defense and wielded
considerable influence over government policy. However, there was tension
between the dominant radical wing of the Ba'ath Party, which promoted an
aggressive foreign policy and rapid social reform, and Assad's more pragmatic,
military-based faction. After being discredited by the failure of the Syrian
military in the Six-Day War in 1967, and enraged by the aborted Syrian
intervention in the Jordanian-Palestinian Black September war, the government
faced conflict within its ranks. By the time President Nureddin al-Atassi and
the de facto leader, deputy secretary general of the Ba'ath Party Salah Jadid,
realized the threat and ordered Assad and Tlass to be stripped of all party and
government power, it was too late. Assad swiftly launched a bloodless
intra-party coup, the Corrective Revolution of 1970. The party was purged,
Atassi and Jadid jailed, and Assad loyalists installed in key posts throughout
the government.
Al-Assad
inherited a dictatorial government shaped by years of unstable military rule
that was organized along one-party lines after the Ba'athist coup. He increased
repression, operating a vast web of police informers and agents. He became the
object of a state-sponsored cult of personality, which depicted him as a wise,
just, and strong leader of Syria and of the Arab world in general.
The
government of al-Assad initially achieved some popularity for bringing
stability to the country, which had experienced dozens of attempted coups since
1948. He also implemented many social reforms and infrastructure projects, such
as the Thawra (Revolution) dam on the Euphrates River. It was built with Soviet
assistance, and still supplies much of Syria's electricity. Public schooling
and other reforms were extended to larger segments of the population, and a
rise in living standards occurred. The government's secularism meant that many
members of religious minorities, such as the Alawites, Druze, and Christians,
supported Assad, fearing a return to historic persecution under a Sunni
Islamist successor government to Assad. Assad continued previous Ba'ath
policies by overseeing massive increases in Syria's military strength (again
with Soviet support) and by maintaining a strong Arab nationalist position.
School curricula and the state-controlled media gave much attention to the
glorious past of Syria and the Arabs, and portrayed al-Assad's government as
the lone uncorrupted champion of the Arab nation against Western imperialism
and aggression. This propaganda aimed to legitimize the government, but also to
unify the diverse and fractured Syrian society, and instill a sense of national
pride among the populace. Assad showed a great interest in supporting academic
excellence and education. In 1983, he met and rewarded Kefah Mokbel who
achieved 100% score in the national Baccalaureate examination for the first
time in the history of the country.
In
1985-2000, Assad's administration failed to arrest the 90 per cent fall in the
value of the Syrian Pound from an exchange rate of 3 per US dollar to 47 to the
US Dollar..... . It took Syrian intelligence a long time to penetrate the
Muslim Brotherhood and diminish its power. In February 1982, Assad ordered the
Syrian army to bombard the town of Hama in order to quell a revolt by the
Muslim Brotherhood. In what became known as the Hama massacre, an estimated
17,000 to 40,000 people were killed, including about 1,000 soldiers..... .
